Croatia, Topusko: Pantheon Atlas, a transatlantic investment group, has announced plans for a $58.5 B (€50 B) hyperscale AI data centre campus in central Croatia. The project, called Pantheon AI, will be developed in Topusko, about 45 minutes south of Zagreb, on a 125-ha (310-acre) site with potential expansion to 182 ha (450 acres).
The campus is designed in line with NVIDIA GW-scale AI factory standards and is intended to help meet fast-growing AI-driven demand for computing capacity. The total investment is described as the largest in Croatian history and one of the biggest private US investments in Europe.
A key feature of the project is its energy system. It includes a 500 MW on-site solar plant operating behind the meter, paired with a 2,000 MW / 8,000 MWh battery energy storage system. Portuguese company Greenvolt International Power has signed a letter of intent to develop the solar and storage facilities.
To strengthen grid integration, four separate 400 kV transmission lines will connect the site to Croatia’s national grid, enabling up to 5.2 GW of new renewable capacity. Additional infrastructure includes four independent fibre optic routes across three EU corridors, with the GreenMed subsea cable planned to connect to Milan by 2028.
Construction of the first $14 B (€12 B) phase is expected to begin in early 2027, with operations targeted for Q1 2029. Key partners include KONČAR Group, Dalekovod Projekt, and Ravel Ltd., alongside advisory firms such as PwC and KPMG.
The project is expected to create 1,500 permanent jobs and 3,000 construction roles. Pantheon representatives say the initiative will position Croatia and Central Europe as a leading hub for AI infrastructure and digital investment.
