Singapore, Jurong Island: PLM Power, a subsidiary of PacificLight Power, has begun construction of a $938 M (S$1.2 B) hydrogen-ready power plant integrating a large-scale battery energy storage system (BESS).

The 670 MW facility is being developed on Jurong Island and is expected to become operational in 2029. The integrated BESS is intended to improve grid resilience and provide greater flexibility in managing electricity supply as Singapore’s demand increases.

The plant will initially support hydrogen co-firing of up to 30 % by volume, with plans to transition to 100 % hydrogen in the future.

The engineering, procurement and construction contract is being delivered by a consortium comprising Mitsubishi Power and Jurong Engineering. The facility will use Mitsubishi Power’s M701JAC gas turbine, with combined-cycle efficiency exceeding 64 %.

PacificLight secured approval from Singapore’s Energy Market Authority to build, own and operate the facility in January 2025 under its Centralised Process for new generation capacity.

The new development will complement PacificLight’s existing infrastructure on Jurong Island, which includes an 830 MW combined-cycle gas turbine plant operating since 2014 and a 100 MW Fast Start Ancillary Services facility commissioned in 2025.
