Türkiye: Türkiye’s Ministry of Energy and Natural Resources has published draft specifications for the country’s first offshore wind tender, opening consultation on a proposed 1 GW Renewable Energy Resource Area auction.
The tender would award both development rights and grid connection capacity for an offshore wind project. The draft document, published on 22 June, proposes a 49-year concession period.
The 1 GW project would be awarded through a reverse auction, with a price corridor ranging from $0.07 / kWh to $0.11 / kWh. If bidding reaches the floor price, participants would continue competing through an additional contribution fee mechanism.
Under the proposed rules, the winning developer would be responsible for metocean measurements, seabed investigations, technical and economic studies, project development, permitting, construction and operation of the offshore wind farm.
The draft also sets out requirements for equipment, electricity generation and sales, operational procedures and bidder qualifications.
Developers would be allowed to withdraw from the project in certain cases, including if wind resource assessments show a capacity factor below 40 %, or if seabed investigations identify major technical challenges.
Stakeholders have until 17 August 2026 to submit comments and recommendations before the final tender rules are issued.
The winning bidder would receive a pre-licence and have three years to complete site investigations, measurements and permitting, including securing an electricity generation licence. After receiving the generation permit, the developer would have a further three years to build the offshore wind farm.
The tender supports Türkiye’s goal of reaching 5 GW of offshore wind capacity by 2035.
